Virginia Gov. Glenn Youngkin (R) is going to present a not-so-subtle sleight-of-hand budget trick that “would make state finances more resilient by shifting the revenue stream from what people earn to what they spend” [“Proposal calls for shifts in Va. taxes,” Metro, Dec. 21]. Additionally, he recommends smaller pay increases for teachers and state employees. So, teachers and state employees (and everyone else) will be paying more for each purchase they make, while those who are high earners will keep more of their increased income while paying less when they spend it.
Sales tax is one of the most regressive tax-revenue enhancers we have. The governor’s proposal clearly indicates that he knows which side of the bread is buttered. This proposal should be “burned toast.”
